What pool resurfacing in Ballarat actually involves
The City of Ballarat says owners of land with a pool or spa must register it with the council and lodge compliance certificates for the safety barriers, and must maintain the barrier. Its permit page lists new swimming pools and spas capable of a water depth greater than 30 cm, and pool or spa safety barriers. Resurfacing an existing pool is not named in either direction.
The contract and the money lines
Consumer Affairs Victoria says a major domestic building contract is needed for work worth more than A$10,000, and that the practitioner must be registered with the Building and Plumbing Commission above that value unless the job involves only one listed trade, such as plastering or painting. Pool resurfacing is not on the list as we read it. From 1 July 2026 Home Warranty insurance applies above A$20,000. Whether a resurfacing counts as domestic building work for these lines was not established.

Dust, wash water and what the quote covers
If the old surface is ground, chipped or cut off, WorkSafe Victoria says effective dust controls need to be used on materials containing crystalline silica, which it lists as including concrete, bricks, tiles and mortar. EPA Victoria says wastewater must be kept out of stormwater drains so far as reasonably practicable. Consumer Affairs Victoria says a quote should be clear about what it covers and how long the work will take: ask for the preparation, the surface, the edges and tiles, the waste handling and the dates in writing.
