The Plan says clusters, not every property, and it does not say which Mount Pleasant streets they are. Where a pool sits on one of those small lots there is little room around it, so the questions to put to the provider are practical: how the old surface's debris and wash-down water will be contained on the lot, and where the pool's own water will go.

EPA Victoria says waste, wastewater included, must be kept out of stormwater drains so far as reasonably practicable, and no page we read says whether a pool may be drained to the sewer. Central Highlands Water is the body to ask whether a property is inside the declared sewerage district, as the City's own page advises.
