Pool Registration and the Barrier in Ballarat in Ballarat
The City of Ballarat says owners of land where a swimming pool or spa is located must register it with their local council, then obtain and lodge compliance certificates for the safety barriers around it. For most owners the City states the cost of registering as A$37.10. The duty sits with the owner and does not depend on what surface the pool has.

What pool registration and the barrier in Ballarat actually involves
The City's page says a pool or spa owner has an obligation to maintain the barrier to prevent access to the pool or spa. The Building and Plumbing Commission says any alteration to an existing pool barrier must comply with regulations and may require a building permit, and advises checking with the local council or a building surveyor.
If work touches the barrier
The Commission says that after a pool is registered, if building work on the barrier requires a building permit, the relevant building surveyor must inspect the barrier and decide whether it complies with the applicable standard. If it does, the surveyor issues a certificate of barrier compliance, and the certificate must be lodged with the council within 14 days.

What to ask before work starts
Ask the provider whether the work will touch the gate, latch or fence line, and who will tell the surveyor if it does. A resurfacing that never touches the barrier does not engage the surveyor lines above; whether it needs a permit of its own is the question on the permit page.
Ask the City of Ballarat whether the pool is on its register before you ask for quotes.
