Pool Resurfacing in Buninyong
Some properties in Buninyong rely on septic systems rather than mains sewer: the City of Ballarat's Onsite Wastewater Management Plan names it as one of nine suburbs with clusters of them. The City says a pool must not be connected to such a system unless it was designed to take the load and the City has approved it. If the pool is on that kind of property, where its water can go is settled before the job, not assumed.

Permits and City of Ballarat rules
Whether resurfacing a pool in Buninyong needs a building permit is for the City of Ballarat to confirm: its permit page names new pools and spas and pool or spa safety barriers, and does not name resurfacing an existing pool.

Pool Resurfacing around Buninyong
The City's Neighbourhood Character Study (August 2024) describes Buninyong among the rural townships with buffers of Farming Zone or Public Conservation and Resource Zone that distinctly separate them from the rest of Ballarat. The same Study says the Low Density Residential Zone, which it records as present in Buninyong, typically provides for lots that, in the absence of reticulated sewerage, can treat and retain all wastewater on site. It does not say which Buninyong lots those are, and this page does not either.
To find out which side of the line a property is on, the City says to contact Central Highlands Water about the declared sewerage district, and that Central Highlands Water is a referral agency for properties inside it. The Plan does not say resurfacing empties a pool or where the water would go, so ask the provider where the pool's water and the wash-down water will be directed.
