How much does pool resurfacing cost in Ballarat?

Does my pool have to be registered, and what does that cost?
The City of Ballarat says owners of land where a pool or spa is located must register it with the council and lodge compliance certificates for the barrier, and it states the cost as A$37.10 for most owners (read 6 October 2026).

A permit
The City's list names new pools or spas and pool or spa safety barriers. Resurfacing an existing pool is not named, so ask the City.
A permit is also needed for small projects including sheds, retaining walls, fences, decks, carports, verandahs, swimming pools and spas.

WorkSafe Victoria expects them where materials containing crystalline silica are cut or ground.
Crystalline silica is a natural mineral found in construction materials such as concrete, bricks, tiles, mortar and engineered stone.
Effective dust controls, such as on-tool water suppression or on-tool dust extraction, need to be used when cutting, grinding, crushing, drilling or demolishing materials containing crystalline silica.

Process
What if the work touches the barrier?
The Building and Plumbing Commission says any alteration to an existing pool barrier must comply with regulations and may need a building permit. If building work on the barrier needs one, the surveyor must inspect it and issue a certificate if it complies, which must be lodged with the council within 14 days.
Do I need a written contract, and is there insurance?
Consumer Affairs Victoria says a major domestic building contract is needed for work worth more than A$10,000, and Home Warranty insurance for work worth more than A$20,000 from 1 July 2026. Whether a pool resurfacing counts as domestic building work was not established, so ask the provider and check the answer with Consumer Affairs Victoria.
Timing
How quickly can someone get to me?
We cannot promise a time. It depends on the provider's bookings. Form and phone enquiries are passed to a local provider, who contacts you directly.
What about dust and wash water from the old surface?
WorkSafe Victoria says dust controls such as on-tool water suppression or dust extraction need to be used when grinding or cutting materials containing crystalline silica, and EPA Victoria says wastewater must be kept out of stormwater drains. Ask where the pool water and the wash-down water will go. Whether a Ballarat pool may be drained to the sewer or stormwater is not covered by any page we read.
Permits and approvals
Does resurfacing a pool need a permit in Ballarat?
Not established. The City's building permit page says a permit is needed for small projects including swimming pools and spas, and lists new pools or spas capable of a water depth greater than 30 cm and pool or spa safety barriers. Resurfacing an existing pool is not named. Ask the City's building department, or a building surveyor, before you agree a scope.
