The first thing is whether the pool is registered and its barrier in order, because work that touches the barrier may need a permit and a surveyor's certificate. The second is the job's value: Consumer Affairs Victoria's contract and registration lines start above A$10,000 and its Home Warranty insurance line above A$20,000, for domestic building work, and whether resurfacing counts was not established. Third is what comes off the pool: grinding or cutting materials that contain crystalline silica calls for dust controls, and wash water has to be kept out of stormwater drains. Last is the question the City's permit lists leave open for an existing pool.

Consumer Affairs Victoria says a quote, whether verbal or written, should be clear about what it covers and give a careful estimate of how long the work will take. Ask the provider to put in writing the preparation, the surface, the edges and tiles, how waste and wash water will be handled, and the dates. The City of Ballarat states the pool registration cost as A$37.10 for most owners; that is the City's fee, not part of a quote.
