What a Ballarat pool owner owes the register, and what the City's pages do not say about resurfacing

The City of Ballarat states the cost of registering a pool or spa as A$37.10 for most owners, and asks the owner to keep the barrier in working order. Its permit page does not say whether resurfacing an existing pool needs a permit, so ask the City before you agree a scope. What the register asks of an owner

The City says owners of land where a swimming pool or spa is located must register it with their local council, then obtain and lodge compliance certificates for the safety barriers around it. It dates the Victorian Government's current laws to 1 December 2019.

What does registering a Ballarat pool cost?

For most owners the City of Ballarat states the cost as A$37.10, on a page read on 6 October 2026. The City's page is the place to check your own case, since the figure is for most owners and not all.

Who keeps the barrier in order?

The owner. The City says a pool or spa owner has an obligation to maintain the barrier to prevent access to the pool or spa.

What the City's pages leave open

Does the register say anything about resurfacing?

Not on the pages we read. The City's building permit page lists new swimming pools or spas capable of a water depth greater than 30 cm, and pool or spa safety barriers. Resurfacing an existing pool is not named, so the register fee tells you nothing about whether a permit is needed.

What changes if the barrier is touched?

The Building and Plumbing Commission says that if building work on the barrier needs a permit, the surveyor must inspect it, and a certificate of barrier compliance goes to the council within 14 days.
